Job Title: Refinery & Petrochemical Facilities Planning Consultant Aramco
Saudi Aramco is seeking a Refinery and Petrochemical Facilities Planning Consultant to work within the Downstream Facilities Planning Division based in Dhahran, Saudi Arabia. The Facilities Planning Department is responsible for the development and coordination of the capital program throughout the company. The Downstream Facilities Planning Division is responsible for coordinating and planning new Refining/Petrochemical facilities and major modifications of existing facilities in support of crude and gas development programs, and assists in the technical development and economic justification of its Capital Programs and Budgets. The purpose of the role is to be recognized as an expert in refining and petrochemicals within Saudi Aramco. To conduct feasibility studies on refining/petrochemical facilities and long-term business strategies related to these facilities. Perform process/system and economic analysis of existing and potential new refining/petrochemicals operations. Prepare Design Scoping Papers to define petrochemical investments. Provide technical consultation to Operating Organizations, Engineering and Project Management.

Duties And Responsibilities:
Responsibilities to include: 1. Assisting in the technical development and economic justification of Capital Programs and Budgets, including long range engineering studies. 2. Plans, schedules and provides work direction to assigned technical personnel as required for preparation of planning level designs, processes, reports, correspondence and related data and assures the efficiency, adequacy and conformance to overall objectives of all phases of very complex technical problems. 3. Coordinate engineering feasibility studies. 4. Develop alternatives for proposed capital projects and complete an economic ranking evaluation. 5. Direct evaluations of major refining/petrochemical facilities as performed by others. 6. Evaluate feedstock supply opportunities for proposed refining/petrochemical facilities, and Technical support for crude classifications and primary methodology. 7. Developing or providing analyst-level support to the development of LPs for refining/petrochemicals operations. 8. Provide technical assistance in the interpretation of Saudi Arabia’s government directives. 9. Providing technical coordination during the pre-construction phase of non-Saudi Aramco projects that impact on Saudi Aramco facilities. 10. Review project specifications with Project Management to ensure economic design and confirmation with recognized engineering and safety standards. 11. Coordinating engineering feasibility studies. 12. Preparing Expenditure Requests to obtain project funding. 13. Prepare and make presentations to Corporate Management on refining/petrochemical operations issues and strategies. 14. Provide full-time consultation to Saudi Aramco management and other organizations on control system issues. 15. Mentor the training of future Facilities Planning Specialists for Facility Planning Specialist positions.

Minimum Requirements:
Bachelor’s degree or Master’s degree in Chemical Engineering or other related degree from an accredited university. A Professional Engineer (P.E) or Chartered Engineer (C.Eng.) license or registration would be desirable but is not essential. A minimum of fifteen (15) years of professional experience, including at least fifteen (15) years as a specialist within refining and petrochemicals, focused on planning with related in experience in technical support of operations and detailed design. Previous experience in performing economic evaluations and feasibility studies, and preparing requests for budgetary approvals. Directing professional consultants in planning and executing engineering studies. Applying and analyzing process/system simulation and economics of refining/petrochemical operations. Providing direct technical support to operations. Must be able to demonstrate previous planning and execution of engineering studies. Technical support and/or design in an EPC environment. Must be able to demonstrate the ability to prepare budgetary reports and deliver technical presentations to Corporate Management.
